Highlights

Health care vouchers are issued and claimed through an electronic platform. Eligible elderly persons need not pre-register, collect or carry the vouchers.

Starting from 26 June 2025, elderly persons should visit in person the Registration Cashier Counter No.2, Outpatient Hall, Building No.3 (i.e. Outpatient Building) of The Fifth Affiliated Hospital, Sun Yat-sen University (“FIFAH-SYSU”), present a valid Hong Kong Identity Card or Certificate of Exemption issued by the Immigration Department of the Government of Hong Kong Special Administrative Region to complete the identity verification and registration process, and wait for treatment at the corresponding clinic area. Elderly persons can use vouchers to pay for the fees at the Cashiers of Building No.3 or Building No.2 after receiving outpatient healthcare services at the designated departments. Elderly persons who are not having their first appointment at the hospital can make a reservation through the FIFAH-SYSU official WeChat public account.

If the elderly person is attending the Department of Emergency Medicine, he/she should wait for treatment at the emergency waiting area after emergency pre-examination and triage, identity authentication and registration at the Cashier. Upon completion of emergency treatment, vouchers may be used to pay for the fees of relevant outpatient services at the Emergency Cashier. If the elderly person attends an appointment for physical examinations, he/she should visit Counter No. 7, 1/F, Health Management Center, Building No. 5(i.e. Medical Technology Building)for identity verification, file creation and registration, medical examination form issuance, and visit Counter No. 8 for fee confirmation. Vouchers may be used to pay for the fees of relevant outpatient services at Counter No.8 after the completion of physical examinations.

Elderly persons will need to provide consent to join Electronic Health System (“eHealth”) (if not already) before they could use vouchers outside Hong Kong.

The FIFAH-SYSU will make voucher claim for the elderly person. At the same time, the record of voucher usage in the elderly person’s account will also be updated. Upon completion of the process of making voucher claim, the FIFAH-SYSU will give a printed record of the voucher balance to the elderly person for retention. However, elderly persons cannot use vouchers to pay for the same episode of service with service fees being covered by national medical insurance.

Designated clinics/departments of FIFAH-SYSU at which the use of health care vouchers are allowed

Health care vouchers can be used for the outpatient services, including preventive care services as well as curative and rehabilitative services, provided by the following 16 outpatient departments of the FIFAH-SYSU:

  • Department of Surgery
  • Department of Orthopedics
  • Department of Cardiology
  • Department of Neurology
  • Department of Gynecology
  • Department of Traditional Chinese Medicine
  • Department of Dermatology
  • Department of Ophthalmology
  • Department of Otolaryngology - Head & Neck Surgery
  • Department of Stomatology
  • Department of Rehabilitation Medicine
  • Department of Psychiatry & Psychology
  • Department of Clinical Nutrition
  • Health Management Center
  • Department of Emergency Medicine

Services applicable for the Elderly Health Care Voucher Pilot Reward Scheme

A three-year Elderly Health Care Voucher Pilot Reward Scheme (“Pilot Reward Scheme”) is rolled out under the Elderly Health Care Voucher Scheme on 13 November 2023. Through providing rewards, eligible Hong Kong elderly persons aged 65 or above are encouraged to use vouchers for receiving designated primary healthcare (“PHC”) services such as health assessment, chronic disease screening and management provided by private healthcare service providers. As long as an elderly person’s principal reason for visit to a healthcare service provider is to receive designated PHC services, the amount of vouchers used by the elderly person on that occasion can be accumulated for earning reward, which can be used for settling fees for designated PHC services in future.

Designated PHC services under the Pilot Reward Scheme are applicable to outpatient services on preventive and follow-up/monitoring of long term conditions provided by the above-mentioned 16 designated outpatient departments of the FIFAH-SYSU.
